Why doesn't bwlimit work between Slackware/rsync of different versions?

The X server sends to the Y server and the bwlimit in X has no effect. See the versions of each:
X server
rsync version 3.1.0 protocol version 31
Slackware 14.1
Y server
rsync version 2.6.9 protocol version 29
Slackware 12.0.0
