Debian Buster freezes on high disk I/O ("task blocked for more than 120 seconds")

Hi everyone,
I've recently reinstalled my laptop (Lenovo Thinkpad T440p) with Debian Buster; previously it ran Ubuntu Bionic and Qubes OS 4.0 without problems. Now I wanted to migrate all my personal data to the new installation with rsync, but whenever the disk I/O gets a bit higher for a minute or so, the system freezes up, opening windows and such takes a few seconds or doesn't finish at all. the CPU load applet in the systray shows loads between 60% and 100%, atop shows that disk I/O is at close to 100%. Ultimately I can even get the same behaviour just by downloading a larger file through a fast connection.

I don't understand why that happens - the disk itself never had any problems so far (with other distros), and I have even tried booting a live linux system and downloading a file onto that same disk, which works without a problem...
Does anyone know what is going on there?
