Alternate icons for hover effect of desktop icons

I need to find a desktop environment / icon manager that can display an alternate icon when the mouse pointer is hovering over an icon. That is, instead of a pre-set hover effect such as highlighting, color reversing or translucent box around the icon, I need to be able to define a different icon to be displayed at the time of hovering.
Could you please help with some recommendations?
