Ubuntu on a cloud

I run a little homework webpage. Because of the virus in China, it turned into a classroom too. The webpage is with GoDaddy, beyond The Great Firewall. Sometimes, webpage loading can take a long time.
I want to put my webpage in China.
I can get 20GB cloud with Ubuntu 18.04 installed. Though far from being an expert, I am familiar with Ubuntu.
I managed to get Apache2, PHP and MySql working on my localhost. I try things out there, before uploading to the web.
Question: If I buy this cloud space with Ubuntu, will I have all the functions of Ubuntu?
Will it have a bash terminal?
Will I be able to install things just like on my laptop?
