WHAT is mysterious method to custom arrange desktop icons?

Just reinstalled Mint Cinnamon 18.2 on an i7 laptop, after a hard drive crash.
All I want to do now is set the desktop icons positioning so that I can put icons wherever I want them, NOT using "auto align" or "grid".
I would have thought the option to do this could only be sensibly be placed in the list got by right-clicking the desktop, selecting from the section of the resulting pop-up menu, which contains the other possible options, Align To Grid', and "Auto Arrange". But incredibly, these are the only two options listed there!?
I vaguely remember previously that I had this problem, and by some unnecessary monkeying, stumbled on the way to do this, but I can seem to duplicate that feat now.
So pray tell, how is this incredibly simple thing done, and why the useless complexity here?
