error chmod - file not found

pls see the attached screenshots.
I know this must have a simple answer but, I do not know what it is.
If you look, I am making executabe a file named
quickLABS-L625-15710634.pem
Terminal and Google Cloud Console both return the same error:
"No such file or directory"
when, if you look up the page 19+ lines, you will see the file.
How is this possible?

ps- don't get hung-up on the #003 file being Terminal not GCC, just easier to accept the default.
