[SOLVED] Where do I hire someone to write a linux utility for me?

It seems strange to me that in the current state of linux there isn't an easy to just click a drop down menu or enter into a text box what I want my refresh rate of my monitor to be.
I am willing to front some cash to have someone build an open source utility that performs all of the xrandr and config file editing to make this a reality.
Depending on price I may reach out to the community in various places to pool in more money but I think the time for this utility to exist is long over due.
Is there a specific place I should post this offering to receive quotes for the work that you guys can suggest?
