any way access point or router could be at fault

i get my internet access for free where i live. it is mostly a very good service though i get it only on wifi, both 2.4 GHz and 5 GHz. ethernet is not an option. the speed seems to be quite good and i am told they have a 100 Gbps connection. unfortunately, it is IPv4-only, no IPv6. i run a VPN via my own VPS server to get IPv6 and other aspects of a VPN like ensuring this provider is not tracking my connections or DNS lookups.
about once every 2 or 3 months i see a problem happen. all traffic just suddenly ceases to pass in either direction. i get no recover packets from my VPS and it gets no packets from here. it's like the plug was pulled. the wifi connection stays up. they have pings to private IPs blocked so i can't test other hosts. the access point never replies so i presume that blocking is done there.
now here is where i get curious.
disconnecting and reconnecting (even after 1 hour wait) does not restore any traffic. repeating reconnects do not work, either. other users can get through OK with Windows.
if i reboot then it all is back to working normal.
what i would like to know is: if anyone knows of any scenario or failure mode of the access point and/or router(s) behind it that could cause this kind of behavior. if none then i have to blame something in Linux.
