Permissions, Kiosk mode? after installs

hello all, im having problems with installs and permissions.
I've been running through the debian9 @ 10, xfce wm, install disks looking for something that will work out of the box to make my old sony hd screen readable at 1920x1080.
Across 4 disks, NFBusterLiveXfce, NFStretchLiveXfce, StretchOfficial & Buster Offical with Xfce WM and ext4
Somehow I am geting permissions problems on usb drives, tv cards and sim slot. I am wondering if I am not formating my drives properly before I run the disk. I didn't think i needed to format drives before installs anymore? especially with a ssd?
On my latest NFBusterLiveXfce, NFStretchLiveXfce i've ran foul of Kiosk mode and permissions problems. I suspect this is invovled with the permissions issue.
Ive had this permissions problem before when running ext4 so I usually run ext2 but nowadays i feel i should run ext4.
Another minor issue - when i switch to 1080x720 my tv cards reception or output becomes dodgy.
Thinkpad T430s, 8G ram, 120G SSD. ext mon KDL40X2000
