How to see the last modified date of logrotate settings?

Hello all, I would like to ask if there is a way to generate the status of the logrotate settings so that I could see when the settings were last modified and possibly by whom?

Additionally, if possible, is there a way to see the history of all the changes to the logrotate utility?

The reason I'm looking for this is to validate the reliance we have on searching the security logs for anyone who authenticated to root.
