When I right click on the panel I cannot add applets, panel settings, themes or system settings

I have Mint 18.2 Sonya. I've been using it a while superficially. I am starting to have problems so I signed up for a Linux Mint class but lots of things aren't working as the instructor demonstrates. I can't access system settings from the panel, the menu or favorites. I found a thread on this forum about system settings but totally do not understand the answer. Any simple solution to this?
