slackware64-current: NO ROOT PASSWORD DETECTED

install slackware64-current, meet WARNNING: NO ROOT PASSWORD DETECTED.
Press "Yes" to set a root password.
but i got a error:

passwd: Authentication token manipulation error
passwd: password unchanged.

like attached screen-shot shows.

so I can't set my root password, and when login, it can not login with root.
what can i do now?
