Extra /usr

My root parition filled up, on a Debian Buster machine. After wading through ~5MB of text output from du, I realized that I had a /usr/usr directory containing 7.6GB. Diff showed that /usr and /usr/usr had the same subdirectories. I deleted the /usr/usr subdirectory, and so far so good. Does anyone know how this happened? I've never seen it, I'm baffled.
