Slow boot on Fedora 32 stalling on "Reached Target: Basic System"

Hi All,
I installed Fedora 32 on /sdb and Windows on /sda I have two problems
(1) fedora is slow to boot > 1 1/2 minutes and get stuck on "Reached Target: Basic System"

3.697s plymouth-quit-wait.service
1.291s udisks2.service
1.232s upower.service
888ms systemd-udev-settle.service
792ms lvm2-monitor.service
678ms firewalld.service
600ms ModemManager.service
598ms initrd-switch-root.service(2) I cannot figure out how to get GRUB to start, the only way I can select where I boot from is using the BIOS menu, which would not be bad if Fedora did not take so long to boot
Any advice to solving problem (1) would be appreciated
