Linux account type for security team

Hello community!
My company's security team is asking for elevated privileges account in the Linux server (CENTOS 7).
They will be logging in the server.
They are just saying that they need full privilege/full access. And they are not being specific.
What sort of access can be provided to them?
Please advice.

Moreover, if we give a user admin access, is it possible to restrict it to become root user.. I want the user to run the commands only with sudo.
