How to reduce main screen size without changing resolution - Menu and Status bars not visible

Just built a computer with CPU: AMD Ryzen 5 3400G w/Radeon Vega 11 Graphics, Motherboard: MSI Tomahawk Max, and Monitor: Insignia 22" 1080p.
I have Ubuntu 18.04.5 installed on this computer. I changed the screen resolution successfully from 1920x1080 to 1680x1050 because the big main screen was so big that the menu and status bars were not visible.
Now I am installing Ubuntu 20.04 on the computer with the same problem; On the big main screen I can't see the menu and status bars. I tried changing the resolution un-successfullyfrom 1920x1080 to 1680x1050. At a resolution of 1680x1050 the screen is a kaleidoscope of broken panes of windows.
Short of trying to fix the underlying cause of this problem, now, I want to reduce the size of the big main screen as you would on any other window without changing the screen resolution. (Actually I would like to have Ubuntu 18.04.5 screen resolution at 1920x1080.)
Is there a way to do this.
