server works slow

load average: 20.99, 13.95, 12.49
%Cpu(s): 3.6 id, 22.2 wa
nproc
8
vmstat 2 5

From the above this system is very loaded and there is needed more cpu system wait on i/o to complete.disk xvdg and xvdh are used 23% and 24%.Is this 23% or 25% very high?
