Write on the Linux desktop with a Wacom tablet

I have a Wacom tablet. It can be used like a mouse, click things, open things.

If I open a program like Inkscape or Gimp, I can use it as a drawing tool by clicking any tool.

What I would like to do is: use it to write freehand over any desktop.

I remember, long ago, I tried the Wacom tablet out on a Windows computer, I could paint and write over the desktop, without any other program being open.

Is there some software to enable this behaviour in Linux??

The reason I ask is, we have new "intelligent blackboards", basically a big computer screen on the wall. I connect my laptop to it, show a pdf. A button at the bottom of the screen enables the "write on the screen" function, I can then use my finger to write over whatever is showing on the screen, underline words or phrases, fill in blanks.
