Internet works, but I can't ping anything

Something very, very strange is happening here.
My internet connection failed for a few seconds. I was browsing, opened two links at the same time in separate tabs, but the pages wouldn't load. I checked ping and it wouldn't ping anything so I went through the routine of resetting the router and even rebooting the computer.
I found that the internet is working, but I can't ping anything. The output of ping just hangs and quits with "100% packet loss."
Even stranger: I can't open linuxquestions.org directly, the browser can't open the site. How did I get here?
Well, I went to downforeveryoneorjustme.com and it said linuxquestions.org was up. There was a link to it. I clicked the link and the site opened. It greets me by username.
Every time I click that link on downforeveryoneorjustme.com, the site opens. I edit the URL on the same tab to go to other sections (such as the forum) and it works. I try to open linuxquestions.org on another tab and it doesn't work.
More:
- I try two other browsers. They can open linuxquestions.org.
- I close and reopen the usual browser. It CANNOT open linuxquestions.org.
- I open downforeveryoneorjustme.com again and click on that same link to linuxquestions.org again, and it opens. Try another tab: it won't open.
