NFL commissioner Roger Goodell says the league's review of the Tennessee Titans' COVID-19 outbreak is concerned with health and safety, not punishment.

"This is not about discipline. This is about making sure we're keeping our personnel safe, and that's been our entire focus to date," Goodell said Tuesday, according to NFL Network's Tom Pelissero.

The NFL is looking into possible violations of the league's protocols after multiple Titans players reportedly gathered for unauthorized workouts following an outbreak at the team's facility.

The Titans had two games rescheduled as a result of the outbreak. Over 20 people in the organization have tested positive for the virus.

Tennessee's Week 4 matchup against the Pittsburgh Steelers was moved to Week 7, while the team's Week 5 game against the Buffalo Bills was moved from Sunday to Tuesday.

Dr. Allen Sills, the league's chief medical officer, said the Titans have been "cooperative" and "forthcoming" with the investigation, per MMQB's Albert Breer.
