MATE Desktop Menu Bug?

I would appreciate some Debian Buster MATE users confirming the following behavior.
The bug seems to only happen with the MATE Main Menu applet. Not the Menu Bar or Advanced Menu.
Open a terminal window. Then from the menu button launch Accessories->Character Map.
On my system the repeatable result is the window opens in the background and despite having windows centered in the configuration, opens offset from center.
Several other apps launch the same way. The apps do not focus in the foreground. The problem does not happen with the Menu Bar or Advanced Menu.
I haven't yet tested in a different distro. I'd like a few Debian confirmations before proceeding further or reporting the bug.
