DVD compatibility problem within region zone 2

Hi,
I have recently installed Debian 9 on a Lenovo SL500 laptop and am now trying to play DVDs.
Libdvdcss is installed and it's working fine on my German DVDs, but when I try with the UK ones the program just stops.
There is nothing in the VLC logs and I thought it might be a geographic problem but from what I could find the region code for Germany and the UK should be the same (Region Code 2). I have tried several different DVDs to make sure it's not just a faulty disc.
The one Danish DVD I own isn't working either. I did set my locale to Germany when installing Debian, but I always do this and have never had this problem before.
Any ideas?
