Non-European/ non-US blogging platforms?

I am involved in a situation arising from being a victim of misconduct by people in local government in the UK. I've gone through procedures to get restitution to no avail and can't afford a lawyer. I made a start on trying to contact others in the same situations using Facebook. A day after I sent a link to my FB page to one of my abusers the account was disabled, whether this is a coincidence or not.
I have made a start at using Wix but it feels a bit uphill to someone who only wants so much technical involvement with computers. Wix doesn't feel that simple to me, and I have had Wordpress and Blogspot blogs before, which I made behave and look fine enough.
I'm intent on setting up two near-identical blogs on two sites and then trying to publicise them locally to engage others, but I want to use websites with no UK base, or with no easily facilitated system of responding to the type of complaints that would get the blog closed. I had been hoping there were Russian and Chinese blogging platforms, for example. Can anyone suggest anything here?
Facebook don't even answer me when I query what happened there, and this is the first time they've not even had the facility to let me download my data from the otherwise disabled account, whether this is a recent change or something they have in place for the sort of content I'd posted, which was all factual but would not please the people I've 'accused'.
I've sent several intense letters to my town's representative in the House of Commons, and to the local police who are also implicated. I get stonewalled but no threats are made - I'd guess they think they are legally safe from someone without a lawyer. Why I'm saying this is, I'm intent on stating what happened and expressing opinions about it, and I feel no fear about this, regardless of possible outcomes and the undemocratic nature of my country's history. Above all else, I strongly doubt the people I've accused would allow themselves to be scrutinised in court, so they are unlikely to take action against anything I say.
I need to make a start on this but with some sense of assurance that the work will not be interfered with. I don't think I should use Wordpress or Blogger for this reason.
