[SOLVED] HTML/PHP file uploading question.

I use Slackware 14.2 (64-bit) as my operating system, and I an starting to learn how to create a website "from scratch" (more or less), having recently installed Bluefish, and I have found a website on the internet here, which provides excellent information to help me out. The issue is that I am considering adding a routine to upload files if I need to, but according to this website, I need to change the "file_uploads" directive in the "php.ini" file to on. The thing is that I haven't found any "php.ini" file. Anyway, what I need to know is: Does Bluefish even use a "file_uploads" directive, and if so, does it default to "on", and if not, then where do I find it so that I can change it?
