4 Second Delay in a DecTalk USB after Typing

I am running a Debian 5.9.0.3, listening to speech
through a DecTalk U S B in an rs232 mode. My
screen-reader is Speakup. Since there are no Linux USB
drivers, I must run in an rs232 mode. Seemingly after
hardware changes, I have an `anoying 4 second delay
after typing. 1 time I sent a command directly to the
DecTalk-and-there were no delays. Otherwise this issue
seems to come-and-go mysteriously. It really impacts my
use of this machine. Can some1 please suggest a way I
