Running a command (bash one) on thousend servers

Hello,
I need a way to run a command (bash command) on thousend servers (different distributions) through SSH.
Such servers have different root's passwords or different users (like ubuntu)and passwords.
Can you suggest a software or a script to do this?
I can not install a ssh key on these servers.
