Command question while install VNC Server in Kubuntu

I've been attempting to install the VNC Server in Kubuntu 20.04 now for a number of days and have final gotten it installed where it comes up without errors and just sits there.
I'm up to the installation point where the Tecmint documentation states to execute the command below and I want to do it correctly but I'm not clear about it as stated below.
ssh -i ~/.ssh/ubuntu18.04 -L 5901:127.0.0.1:5901 -N -f -l tecmint 192.168.56.108
In the above command where it states ~/.ssh/ubuntu18.04 does the ubuntu18.04 mean the name of the operating system or version domain name etc? What is the statement telling us here? I'm confused about this.
I have had to mess with trying to get the vnc server install done for a week now and has been driving me nuts. Many of the web sites I visited and copied the commands from it to install the vnc server have one thing or another missing, so to all doing this try to find a site that gets you close but keep an eye out for missing steps. In this case the step to include the XSTARTUP file in the etc directory is messing.
I'm running Kubuntu 20.04 with the latest updates applied.
