how to give full access of a directory to a normal user

Hello, i have a linux server that apache web server is installed on it. there is a "test" directory on apache root directory. (/var/www/html/test)
i want to create a new user with limited access so that He/She can add, remove or edit only file inside test direcotry.
this directory's owner is apache right now. how can i give only this directory access to that user?
