Simple software for making a sablon?

Are there any simple programs that can be used for making sablon.
I tried with LibreOffice draw, and FreeCAD, but it didn't work out.
The point is to get a printable file such that you can print out the picture and cut it with scissors.
With Draw I noticed that two lines were not parallel even if I set the coordinates. First line seemed horizontal, but the second line was closer to the first one at one end than at the other end. Even if the "height" coordinates were same.
With FreeCAD I tried to make a PDF to print it out on another machine, but in the file, the picture has been "arbitrary" scaled such that about 16 cm wide picture filled the whole width of A4 (excluding margins). That's around 19 cm.
Or maybe there's a trick to make either of them to work?
