Linux server with Windows password synchronization

I have a Ubuntu 18 server with Samba installed. I am attempting to set up a Windows 10 laptop in which the user and password authentication is controlled by the server. So if the user changes the password on the Windows device this will get communicated to the server and update the password. I have been researching and I believe that I will need to set the server up as a domain controller. Am I on the right path? I am extremely grateful to any guidance.
