KDE and X Window Preferences Sometimes Being Forgotten or Ignored

Environment: openSUSE Leap 15.2, KDE/Plasma, up-to-date w/ patches as of today.
Problem: On occasion I'm finding that some applications whose window preferences I've specified using "Configure Special Window Settings" -- things like position, size, and activity -- seem to just be forgotten. If I go back to that dialog, I find that the position, size, and activity preferences have been cleared requiring me to reset those parameters, and restart the application. Then things are fine---parameters remembered following the restart. For a while anyway. Audacious seems to be the most affected by this. It starts in the correct position but, when this screw-up occurs, though I shouldn't be able to resize it or move it, I can do both, requiring the parameter resetting and restart. The "Toolbox - Tool Options" window of GIMP is also weirdly affected by this, it doesn't forget its position but, sometimes, it gets splattered across all activities instead limited to the one I've forced it to be associated with.
In addition, I find that window sizes that I've specified in ~/.Xresources are forgotten or just ignored. For example I have the geometry of my Emacs windows set to "90x73+83-13". At random times, what happens is that Emacs will start up with a window that's about half the correct height. If I kill the window, recall the command line, and re-issue it, everything's fine. It's not like my session doesn't know about the resources. I'm running "xrdb -merge ~/.Xresources" in .Xdefaults and issuing "xrdb -query | grep geom" shows the dimensions I want are there. The kill/recall/rerun workaround works just fine but it's jarring when it happens.
Any ideas where the window dimensions are going awry? Strange bug in KDE window management, perhaps?
Tracking down a solution to this is bound to be a real bear due to the apparent randomness of it occurring. (It reminds me of the "fun" of tracking down an intermittent circuit board failure.)
