Wifi upload speed nerfed, kernel 5.9+

Hey all, running F33 on a Dell xps 9300 with Killer AC 1650 wifi card.
Looks like any kernel 5.9* and above upload speed gets totally nerfed, lan and wan. Download speed remains strong at 230mbit but upload drops down to 2mbit to a max of 7mbit.
Currently using kernel 5.8* as it works fine and download and upload are both great, but the newer kernels have been nerfed.
I've tried disabling power management thinking that may be a contributing factor. Other devices are fine, signal strength is good, tried multiple access points.
Any ideas of things I can try to maybe fix this? I even tried running all the way up to kernel 5.11 and it didn't help.
