Have Debian run as quiet, with as much power saving as lubuntu?

Hi all,
I've just moved away from Lubuntu because I want to start curating my own OS for my needs.
One thing I was always impressed with, was how quiet (and I'm guessing) low energy Lubuntu would run.
I now have a minimal Debian 10 install which boots into dwm (dynamic window manager) and while RAM and CPU usage is impressively low, the fans are blaring non-stop.
I don't know what mechanisms in Linux there are to ensure low/optimal power usage. The only one I know of is something called cpugovenor, But I wouldn't know what to do with it (I think I want ondemand)
heres' what 'cat /sys/devices/system/cpu/cpu*/cpufreq/scaling_governor' returns Code:ondemand performance schedutil
