How to Log in Second User

I'm running RHEL8 in a VM and I have two users: root and user1. I'm logged in as root from the terminal, opened a second tab and switched to user1 with the su - command. My system is only displaying the root user being logged in from the who command output.

I tried using, "write user1" from root, but it confirmed there is no user1 logged in. How can I have additional users logged in?
