How do I invoke a javascript file?

I downloaded a few projects from Github, to help with learning Chinese.

HanziJS

https://github.com/chanind/hanzi-writer

I don't have a clue how to use these.

Can they be invoked on the command line?

What is the simplest way of using them?

Would I have to set up a web server?
