RHEL5 inittab run level error

Hello All
I have an older server running RHEL5 that, without knowing the root case, lost or corrupted the inittab file. I fired up Fedora Workstation 33 and copied the inittab file off a redundant server, onto the faulty server into /etc.
After a reboot I am still getting the "no more porcesses on this run level" error. Did I miss an action in this process? Should I have changed file permissions, or checked another file.
