Restructuring disk partitions - move /resize ALL partitions.

Question:
is there a way to restructure ALL hard drive partitions using single command or application?
I know how to move / resize SINGLE partition, I am looking for a reasonable way to do same for ALL partitions.
( I have way too much un-allocated space of unusable size ).
I did "de-fragment hard drive " but that does not move / resize any partition.
Any reasonable suggestion to resolve this issuewould be appreciated.
