How to create new custom icons for my desktop?

Hello everyone. My apologies if my question is little silly but the issue is that I really want to change the default icon set used in Arch with the XFCE desktop. I did some research and it appears that Gnome offers various themes and icons available for download and installation on the website below.

There are two things that I wish to know:
1- Is it possible to use the website mentioned with my setup to change the default icons of my system?
2- How can I create my own custom icon set?
I believe I have to get into more detail to explain my second question. I want to create my own full long list of special icons for my system to use for different purposes(like system apps, taskbar icons, etc.). But the problem is there are many questions that come up to take such an action:
1- What format do my icons have to be in? (png,ico,svg,etc.)
2- where do I put the icons so that my system can use them and find them?
3- How do I tell my system to use these icons instead of the default icons in the first place?
As you can see there are many questions. Now I know that you may be thinking that it may best I understand and learn the system first but I can't really help it. I can't concentrate if I don't feel comfortable. I will be very thankful if someone could help me by giving me an in-depth explanation on how to do this or at least share a documentation or a video to help me.
By the way does anyone know how I can contribute my icons in the website that I mentioned above so that others can use it as well?
