Must reboot in order for "colors" changed to take affect ?

I have changed the inactive color of title bar; pressed "apply" but it the title bar color never change.
After i reboot, then only i see the color change took place.
I was recalling, all linux advocators said "one must restart windows os in order for installation or setting to take effect; linux won't need restart to have it to take effect..."
I must said a lot of thing in linux no reboot required, but suprisingly in order for window title bar color to take effect one must reboot... I am suprised. :eek:
I am using Endeavoros plasma.
Is there any way for Colors change to take effect without reboot ?
