Two Factor Authentication on Red Hat 7

I need to research installing MFA on out Red Hat 7.9 system. Our workstations do have the TPM module. I have a few problems, though:
1) It is a CLOSED network. There is NO internet access at all.
2) We have NO cell-phones or e-mail service.
3) I am only interested in setting up TFA on the console login. I do not want this on SSH connections.
Can I use TPM to set up a pin for the login (like Windows does)? What other options do I have? Card Readers? RSA Tokens?
