Unusual stuttering when running modern games

I have an unusual stuttering issue I brought up at the arch Linux subreddit but I've experimented a little and I at least have a vague idea of what's causing the issue
The game stutters when loading assets/shaders for the first time. If I play the game later and I go to the same area in the game, it no longer stutters. I assume these are shaders being cached in the steam shader cache thingie, as if I disable pre compiling shaders typically the stuttering "resets", as in it stutters the same place
That being said I am not certain about the cause nor the fix as I have tried nearly everything shader and driver related I can, including ACO. Kinda at a loss if I'm honest, it could just be buggy drivers for all I know
Games affected include DS3, Halo: MCC, Witcher 3
Curiously enough Doom Eternal runs smooth as butter
6800XT graphics card(resizable bar enabled), 3900X cpu oc'd 4.1, 16gb 3200mhz RAM, 970 evo ssd
