What controls the file mode of the audit log?

I'm trying to determine what process controls the file mode applied to a newly created audit.log file (CentOS 7.9)? I would think it should be 600, but on many of our systems it is 650 for some odd reason. I cannot find any relevant setting in the auditd.conf. I've been searching the Internet.
