Applets And Icons Locked Together

Can move task bar icons (icons for apps that are running) to another panel in mint cinnamon 19.
I have 2 panels in 20.1. Applets appear in the panel when the desktop comes up. Taskbar icons appear next to the applets when I start an app. When I select icon to move it to the other panel in edit panel mode the taskbar applets and icon for app I started become highlighted as "Grouped Window List". I can drag that to the other panel, but can not drag the app icon by itself. If edit panel mode is off I can select the icon by itself, move it within the same panel, but when I attempt to drag it to the other panel an X appears and I can not move it to the other panel.
Is this the intent of 20, 20.1 or a bug?
