The GIMP on Forensic Files

I've been watching Forensic Files on Netflix, because I have always found tales of actual forensics far more interesting than CSI: Science Fiction.
Season 12, Episode 6, "About Face" includes a computer expert successfully using the GIMP to help solve a crime because the commercial software for the desired testing procedure (craniofacial identification) was too expensive for even the University of North Carolina. The narrator also mentions "open source software" gives a very brief definition of it.
