Video Recorder software recommendation, anyone?

Need to run a video camera that can show the time as it records, or at least display running-time when watched.
(Most of them do this, but I need it to record start-up clock-time.)
Have to be able to say when something occurred in dispute with landlord.
It would need a good tutorial, it's for someone with limited skills in any OS. Would prefer a Linux app, but can dig up a Windows box.
It's a decent webcam, but would it be easier to just buy a web-cam with all-installed?
