Quickest and easiest way to stream USB web cam over LAN?

I have one of those little Asus Chromebox PCs running Debian 10 and I've attached a Logitech Brio 4K USB web camera to it.
What do I need to do so I can stream that 4K video over the LAN and watch it back on another PCs? At a bare minimum, I need to be able to open a browser (or some application) on my server PC and watch that live feed over the LAN and click a record button so I can start saving the stream if I want to (prefer saving in MKV but MP4 is doable).
A 'nice to have' option would be to have the camera (or recording software on my server PC) record when motion is detected.
But whatever option is suggested, it needs to be able to fully support streaming at 4K and not watered down to 1080p.
Oh, the Chromebox is running headless so command line FTW! :)
Poking around on the web, I think ZoneMinder or mjpg-streamer will work..... any others I should look at?
EDIT: To add on to this.... I don't want any files (temp video/jpg/etc) stored on the Chromebox or even on the server (server = the PC I'll be accessing the feed from and storing the feed if I want to). I just want the web cam to stream non-stop to whatever app decides to connect and watch without filling up storage locally with temp files.
