Mint 19.1 32 bit will not update?

I have Mint 19.1 XFCE just installed on a Laptop, 32 bit. First up I tried to update but the updater window contains no responsive options. All grey and I can't update the list or install updates. It is said to be supported until 2023. I can try installing Mint 19.3.
Can other users help fix this?
