WASHINGTON-When U.S. President Joe Biden gives his first address to a joint session of Congress Wednesday night at 9 p.m., it won't officially be a State of the Union Address. The initial speech after a president is elected comes later in the year, and doesn't get that designation, though it serves roughly the same purpose, and carries the same pomp and circumstance.
