Dual Boot is very slow/Boot Repair didn't work.

Upgraded to Linux Mint 20.1 Cinnamon from 18.3 with a dual boot to Windows. Booting to either OS takes a very long time. Boot repair didn't work.
Received the following:
"Please create a ESP partition (FAT32, 100MB~250MB, start of the disk, boot flag). This can be performed via tools such as Gparted. Then try again."
I'm not sure what this means. Adding a new partition at the beginning of the disk would take many hours. Am I understanding this correctly?
