Linux no longer boot up able. serious problem. arch based linux

Endeavorous linux KDE.
I have done exactly NOTHING to cause this issue.. I haven't being messing with the os for long time.. the most is just install some packages thru pamac.
I believe high chance the problem occur due to rolling updates, because i have not being messing with it at all.
Yesterday i have go linux problem. When ever i launched any program at all, it will have Error prompt:
Code:... Can't write to /home/MYUSER/.config/SomeFiles.....when i launch kate:
Code:configuration file "/home/MyUSER/.config/katerc" not writable. pls contact your system admin...When i used kate to write some note (when vim failed due to the same issue), kate prompt:
Code:The doc could not be saved. as it was not possible to write to /home/MYUSER/... check that you have write access, ...enough space ...I ran a check on attributes of the folder /home/myuser/.config and the files.. it looks like i have at least "w and r" permission.
$ls -al
** i don't really know what else i can check, because i am kind of new in linux world.
I can't do anything on this os.. hence i tried to reboot...
NOw, i can't even start up..
Code:EXT4-fs error (device sdb1): ......
A start job is running for File System Check on /dev/disk/by-uuid/......Please refer to the screenshot.

What can i do now ? to temperary fix the problem, so that i can boot up into gui or at least to cli.. so that i can copy out some data files that i entered yesterday.
I have never done such thing before.. Need clear help..
